In the opinion of Presidential Secretariat
Head, the demonstration of extreme efforts on the elimination of the
[flood] aftermath does not cost anything, if the necessary measures
were not taken to avoid the tragedy.

Viktor Baloha stressed that at the moment it is badly needed that the
Government should work up a special state programe for establishing
within 7-8 years an infrastructure to prepare for the disaster
beforehand. The matter concerns a need to construct new dams, water
protection structures, construction of bridges and development of the
road-transport infrastructure, as well as taking anti-landslide
measures and development of efficient system for forest protection and
forest plantation."
